This bill amends the PFAS Reduction Act to prohibit the sale of certain products containing intentionally added PFAS (Per- and Polyfluoroalkyl Substances), a class of fluorinated chemicals known for their persistent environmental and potential health risks. Beginning January 1, 2026, the bill bans the sale of cookware, cosmetics, dental floss, juvenile products, menstrual products, intimate apparel, and food packaging or food contact products that contain intentionally added PFAS. The bill provides detailed definitions for these product categories, such as defining "intimate apparel" as garments worn under clothes, including items like bras, boxers, and socks, and "juvenile products" as items designed for children under 12, like cribs, strollers, and car seats. Additionally, the bill requires the Illinois Environmental Protection Agency to submit a report by August 1, 2027, assessing the regulatory framework and scientific understanding of fluoropolymers. Violations of this ban can result in civil penalties of up to $5,000 for the first offense and $10,000 for subsequent offenses, with penalties collected and deposited into the Environmental Protection Trust Fund. The bill allows enforcement by the Attorney General or county State's Attorney and takes effect immediately upon becoming law.
