This bill establishes professional health programs to monitor and rehabilitate healthcare professionals in Georgia who are impaired, meaning they cannot practice safely due to illness, substance use, or other mental or physical conditions. Specifically, it authorizes the Georgia Composite Board of Professional Counselors, Social Workers, and Marriage and Family Therapists, and the Georgia Board of Nursing to contract with external organizations, referred to as "entities," to run these programs. These programs will focus on ensuring healthcare professionals are fit to practice while protecting public safety, and all information gathered by these entities will be kept confidential and protected from public records requests, subpoenas, and discovery. Healthcare professionals participating in these programs will be responsible for their own costs, and the contracting entities will be immune from liability for their actions performed under the contract. The establishment and operation of these programs are subject to legislative appropriation, but the boards can also accept private funding, grants, and donations.
