This bill allows retail dealers, such as liquor stores, to offer discounts on alcoholic beverages purchased for consumption off the premises, defining "discount" as a lower price offered through premiums, coupons, or rebates, with several conditions: the discount must be offered at all of the dealer's licensed locations, not be brand-specific, with all associated costs covered by the dealer and not sourced from manufacturers, and the final sale price cannot be less than the dealer's wholesale cost plus local excise tax. Additionally, the bill doubles the number of tasting events a retail package liquor store can conduct annually from 52 to 104, while maintaining existing regulations for these events.
