This bill revises the provisions governing sexual education in school districts by changing the consent process for students' participation in courses about human immunodeficiency virus, reproductive health, communicable diseases, and sexual responsibility. Under the new law, school districts must provide parents or guardians with a form to refuse authorization for their child to attend these courses, rather than requiring explicit consent. The form must be provided at least 4 weeks after the start of the school year or 4 weeks before the course begins, whichever is earlier. The bill allows school districts to make this form available electronically on their secure website and requires that the form include a notice informing parents they can refuse or withdraw authorization for their child to attend the course at any time during the school year. The bill maintains existing provisions that ensure instructional materials are available for parental inspection and that students can be excused from the course without academic penalty if parents do not authorize participation. The changes aim to make the sexual education opt-out process more flexible and transparent for parents while ensuring students have access to important health education. The bill will take effect on July 1, 2025.
