AI Summary

This bill revises various provisions related to cannabis regulation in Nevada, addressing multiple aspects of the cannabis industry. It introduces new definitions for "label" and "packaging" and modifies requirements for cannabis establishments, including packaging and labeling guidelines. The bill allows social equity operators to enter into joint-venture agreements with licensed cannabis facilities, providing opportunities for individuals who have been adversely affected by previous cannabis criminalization. It eases restrictions on cannabis delivery, permitting deliveries to various locations with some limitations near schools, community facilities, and gaming establishments. The bill also simplifies record-keeping requirements for cannabis establishments, reduces restrictions on inventory tracking, and modifies the definition of "usable cannabis" to exclude seeds. Additionally, the bill authorizes the Department of Taxation to impose administrative fines on unlicensed cannabis sales and expands the Investigation Division's powers to collaborate with other agencies in enforcing cannabis-related laws. The legislation requires the Cannabis Compliance Board and Nevada Gaming Control Board to prepare a joint report by December 31, 2026, examining the relationship between the gaming and cannabis industries, including potential federal law implications and recommendations for future interactions.
