AI Summary

This bill amends Georgia's motor vehicle franchise laws to provide comprehensive protections for consumer and dealer data, clarify dealer rights, and establish new standards for data access and integration. The bill expands legislative findings about motor vehicle sales to emphasize competition and consumer protection, and introduces detailed provisions governing how manufacturers, distributors, and third-party vendors can access and use dealer data. Key provisions include requiring prior written consent from dealers before accessing their data, mandating secure open application programming interfaces (APIs) for data integration, prohibiting unreasonable data access charges, and ensuring dealers can monitor and audit data access. The bill also adds new requirements for manufacturers, such as disclosing remote vehicle updates and their associated costs, and clarifies what constitutes activity as a new motor vehicle dealer. Additionally, the legislation strengthens protections against adverse actions by franchisors and ensures fair compensation for dealers, particularly for diagnostic work, warranty services, and assistance with remote vehicle updates. The overall aim is to protect dealers' business interests, safeguard consumer data, and promote transparency in motor vehicle sales and service transactions.
