This bill requires Oregon school districts to enhance human sexuality education by adding new mandatory components for students starting in third grade, specifically mandating annual lessons about human biology related to pregnancy and fetal development. These lessons will include an oral, written, or digital presentation about human biology inside the uterus, a high-definition ultrasound video at least three minutes long showing early fetal organ development (including brain, heart, and sex organs), and another video depicting the entire process of fertilization and pregnancy stages with detailed explanations of cell growth and organ development. The bill maintains existing requirements that human sexuality education be medically accurate, comprehensive, and age-appropriate, while continuing to emphasize abstinence without excluding other information about sexual health. The new requirements will first apply in the 2026-2027 school year, and the bill is being implemented as an emergency measure, taking effect on July 1, 2025, to ensure immediate implementation of these educational standards across Oregon's public schools.
