This bill requires water suppliers in Ventura County to ensure reliable water availability for fire suppression in high or very high fire hazard zones by implementing several key provisions. Beginning July 1, 2030, water suppliers must have backup energy sources or alternative water sources that can operate critical fire suppression infrastructure (such as wells and water pumps) for at least 24 hours during power outages. Water suppliers must identify their critical infrastructure, develop emergency preparedness plans, and coordinate with the Ventura County Office of Emergency Services and Fire Department. They are required to annually inspect their fire suppression infrastructure, establish procedures for quickly activating backup power (within 30 minutes of power loss), and notify emergency services within three business days of any potential reduction in water delivery capacity that could hinder firefighting efforts. The bill specifically applies to community water systems serving more than 20 residential dwellings in fire hazard zones, with exceptions for gravity-fed systems and non-fire suppression water systems. If a fire damages more than 10 residential dwellings, the Ventura County Fire Department must prepare a report assessing water readiness and infrastructure performance. The bill acknowledges Ventura County's unique history of devastating fires and creates a specialized local program to improve water infrastructure resilience during potential fire emergencies.
