This bill prohibits the Maryland Department of Natural Resources (DNR) from using federal funds for oyster restoration projects in state waters from July 1, 2025, to June 30, 2030, with one specific exception. The exception allows the DNR to continue using federal funds for oyster restoration projects within five previously established oyster sanctuaries located in Harris Creek, the Little Choptank River, the Tred Avon River, the St. Mary's River, and the Manokin River. These oyster sanctuaries were originally established in accordance with the 2014 Chesapeake Bay Watershed Agreement to support large-scale oyster restoration efforts. The bill will automatically expire on June 30, 2030, without requiring further action by the Maryland General Assembly, effectively creating a five-year moratorium on federal funding for most oyster restoration projects in the state's waters.
