This bill creates a new New York state veterans remembrance license plate that can be requested by veterans or their spouses, with specific eligibility and issuance requirements. The license plate will be issued upon payment of the standard registration fee plus an additional $25 annual service charge. The first $6,000 of these service charges will go toward developing distinctive license plates, while any amount collected beyond that will be deposited into the veterans remembrance and cemetery maintenance operation fund to support state veterans cemeteries. Before the plates can be designed and produced, the Department of Motor Vehicles must either receive a $6,000 surety bond or obtain at least 200 pre-orders for the plate. If fewer than 200 plates are sold within two years of availability, the department can recover a proportional amount from the bond. The bill specifies that a veteran can receive the plate, but their spouse cannot also receive the same plate, and applicants must provide proof of veteran status to the commissioner. The new license plate program will take effect 180 days after the bill becomes law, with provisions for immediate preparation of necessary regulations.
