This bill requires the Michigan Department of Education to develop a model firearm safety instruction program by June 1, 2025, in collaboration with the Department of Natural Resources. The program would be designed for students in grades 6-12, lasting at least 10 hours and taught by a certified hunter education instructor. The curriculum would cover topics such as proper firearm usage, handling, cleaning, maintenance, types of firearms, safe hunting practices, and firearm and ammunition storage. School districts and public school academies may offer this instruction as an optional extracurricular class or as part of an existing course focused on recreational activities. Importantly, no actual firearms or ammunition would be allowed in school buildings during instruction, and students can opt out of the class without academic penalty upon request from themselves or their parents. As an added benefit, students who complete the course would be considered to have fulfilled the hunter safety course requirement for obtaining a hunting license. The goal appears to be providing comprehensive, safety-focused firearm education to middle and high school students in a controlled, educational environment.
