This bill amends the vehicle and traffic law to allow individuals charged with certain traffic violations to submit a guilty plea and pay associated fines or penalties electronically via the internet. Specifically, the bill updates existing law to permit defendants to submit an application to the local criminal court through electronic means, including instructions for using an electronic signature. The electronic application must still include detailed information about the charge, defendant's waiver of arraignment and counsel, plea of guilt, and a request for the court to fix the fine or penalty. The bill preserves the court's discretion to review and potentially deny the application, and ensures that any fine or penalty remains tentative until fully paid. The new electronic method provides an additional convenient option for resolving minor traffic infractions, with the exception of third or subsequent speeding violations within 18 months. The changes will take effect 120 days after the bill becomes law, giving courts and systems time to implement the new electronic plea and payment process.
