AI Summary
This bill establishes a property tax relief pilot program administered by the Department of Human Services (DHS) to provide one-time property tax rebates to qualifying homeowners in specific townships of Cook County. The program is contingent on the General Assembly reallocating funds from Illinois Welcoming Centers or appropriating new funds in the State Fiscal Year 2026 budget. To be eligible, an applicant must be responsible for paying 2023 property taxes (due in 2024) on a homestead property located in Bloom, Calumet, Rich, Thornton, or Bremen Township and be part of a low-income or moderate-income household as defined by DHS rules. Only one rebate will be awarded per eligible property parcel, with the rebate amount to be determined by the department in a way that maximizes the number of qualified recipients. Applicants must submit applications in a manner specified by DHS, and the total rebate amount cannot exceed the funds allocated by the General Assembly. The pilot program will include emergency rulemaking provisions to ensure quick implementation and will automatically expire on January 1, 2027.
