AI Summary
This bill replaces the Temporary Assistance for Needy Families (TANF) program with the Cash Assistance to Strengthen Households (CASH) program, effective July 1, 2026. The bill fundamentally transforms cash assistance by eliminating work requirements, simplifying eligibility, and providing more consistent support to families. Key provisions include establishing cash assistance at 40% of the federal poverty level for all eligible assistance units, providing a 12-month certification period during which benefits cannot be reduced regardless of changes in household circumstances, and removing most administrative barriers to receiving aid. Eligibility is expanded to include pregnant persons without dependent children and is determined by a simplified income test set at 50% of the federal poverty level. The bill also eliminates most reporting requirements, creates an expedited application process for households with zero income, and allows recipients to receive benefits without mandatory employment or training programs. The legislation is grounded in findings that suggest cash assistance, when designed with fewer restrictions, can effectively reduce family poverty and improve overall family well-being. The bill represents a significant shift from the previous welfare reform approach, prioritizing direct financial support and reducing administrative burdens for low-income families.
