This joint resolution proposes a constitutional amendment to establish and protect parents' fundamental rights in their children's education, to be voted on in the 2026 Missouri general election. The proposed amendment would create a new section in the state constitution that guarantees parents the right to participate in and direct their child's education without government interference, including four specific protections: (1) the unrestricted ability to home school or educate children outside the public school system without regulatory oversight, regardless of financial assistance received; (2) the right to access curricula and lesson plans through public school websites; (3) the right to have children educated in public schools that do not teach what the resolution describes as critical race theory or diversity-equity-inclusion concepts that the resolution suggests might promote differential treatment based on race, gender, religion, ethnicity, or sexual preference; and (4) the right to have children educated in public schools free from statewide learning standards or academic performance requirements. The resolution aims to significantly expand parental control over educational content and methods while limiting government regulation of educational practices.
