This bill amends the New York State Energy Law to expand the composition of the state energy planning board by adding a new member appointed by the secretary of state. Specifically, the secretary of state will now be authorized to appoint an additional representative from the utility intervention unit within the consumer protection division to serve on the board. The utility intervention unit is a division within the state's executive law that focuses on protecting consumer interests in utility services. Currently, the state energy planning board includes representatives from various state agencies such as the public service commission, environmental conservation, economic development, transportation, labor, homeland security, agriculture, health, and the New York State Energy Research and Development Authority, with additional appointees from the governor, assembly speaker, and senate president. The newly added board member will help ensure consumer protection perspectives are represented in state energy planning discussions. The bill will take effect immediately upon passage.
