This bill establishes a nurse loan repayment program administered by the commissioner of health, designed to address nursing shortages in underserved areas and nursing homes. Beginning January 1, 2026, registered professional nurses and licensed practical nurses can receive loan repayment awards of up to $150,000 over five years if they commit to working in designated underserved areas or nursing homes for at least five years. The loan repayment will be distributed incrementally, with increasing percentages of total loan debt repaid each year (ranging from 15% in the first year to 25% in the fourth and fifth years). Eligible loans include student loans for tuition and educational expenses from federal, state, or approved educational institutions. If a recipient practices less than two years in the designated area, they must repay the funds with interest. The program also allows hospitals and healthcare providers to use these awards as part of their recruitment packages, and the commissioner has discretion to modify service requirements.
