This bill amends the Illinois Public Aid Code by adjusting the Medicaid Access Adjustment payment for nursing facilities. Specifically, for dates of service beginning July 1, 2025, the Medicaid Access Adjustment will be increased from $4.75 to $5.75. This adjustment is only applicable to nursing facilities where at least 70% of their occupied bed days are Medicaid bed days, and the adjustment will be calculated quarterly based on the facility's average Patient Driven Payment Model (PDPM) case mix index. The PDPM is a Medicare reimbursement methodology for nursing facilities that bases payments on individual resident characteristics and needs. The bill is part of ongoing efforts to support and financially stabilize nursing home care in Illinois, with this particular provision set to be inoperative after January 1, 2028. The adjustment is meant to help ensure access to Medicaid-funded nursing home services by providing additional financial support to facilities with a high proportion of Medicaid residents.
