This bill amends the tax law to modify how congestion surcharges are managed for taxi and for-hire vehicle trips in New York City. Specifically, the bill allows medallion agents (licensed by the Taxi and Limousine Commission) to be responsible for making surcharge payments on behalf of medallion owners. When such agents are authorized to manage medallions, they can make batch payments covering multiple trips, with a detailed accounting of each individual trip. For taxicab and HAIL (Hail and Improve Livery) vehicle trips, Transportation Service Providers (TSPs) are still required to withhold surcharges from daily collections, filing monthly returns and remitting the collected surcharges. If daily collections are insufficient to cover the surcharges, the TSP can carry over the unpaid amount to subsequent monthly collections. The bill aims to provide more flexibility in how these transportation-related surcharges are collected and reported, particularly for medallion owners who have licensed agents managing their vehicles.
