This resolution honors Private First Class (PFC) Kenny Kays, a heroic U.S. Army medic who served in Vietnam, by designating a stretch of Illinois Route 15 from the western edge of Fairfield to its intersection with County Highway 10 as the "Pfc. Kenny Kays Memorial Highway". The resolution highlights Kays' extraordinary courage during a 1970 firefight in Thua Thien-Hue Province, where he repeatedly exposed himself to enemy fire to treat wounded soldiers, even continuing to care for his fellow soldiers after losing his lower left leg to an explosion. In recognition of his valor, Kays was awarded the Medal of Honor in 1973 for his conspicuous gallantry and actions that went above and beyond the call of duty. The resolution requests the Illinois Department of Transportation to erect appropriate signs marking the highway and directs that copies of the resolution be presented to Kays' family, the Mayor of Fairfield, and the Secretary of the Illinois Department of Transportation, thereby commemorating his significant military service and sacrifice.
