This resolution directs the Joint State Government Commission to conduct a comprehensive study on the feasibility and potential benefits of developing offshore renewable energy systems (hydropower, solar, and wind) on Pennsylvania's portion of Lake Erie. The study aims to explore job creation potential, examining job types and expected salaries in construction, maintenance, manufacturing, and transportation; aggregate existing economic impact analyses; identify best practices for offshore renewable energy development; evaluate potential reductions in air and carbon pollution; and estimate the amount of power that could be generated and the number of homes that could be powered. The Commission is required to consult with experts from organizations specializing in renewable energy projects, habitat protection, labor issues, and relevant stakeholders, including surrounding states and business leaders. Within 12 months of adopting the resolution, the Commission must prepare and submit a detailed report with findings and recommendations to specified chairs and minority chairs of various Senate and House committees. The resolution is motivated by Pennsylvania's low ranking in renewable energy production and the growing importance of renewable energy jobs in the national economy.
