This bill establishes new reporting requirements for 340B covered entities, which are organizations authorized to participate in the federal 340B drug pricing program that allows certain healthcare providers to purchase prescription drugs at discounted rates. Before April 1 of each year, these entities must submit a detailed report to the state department of health and welfare, state controller's office, and attorney general, covering the previous calendar year. The report must include the entity's name, aggregate drug acquisition costs, total payment amounts received for dispensed drugs, payments to contract pharmacies, number of prescription drug claims, and how any program savings were used (such as for charity care or community benefits). Entities must break down this information by payer type, including commercial, Medicaid, and Medicare. While the submitted data will be kept confidential, the state controller's office is required to prepare an aggregated electronic report to be submitted to the legislative council and published on the transparent Idaho website by November 15 each year. The attorney general may use these reports to investigate Medicaid fraud and ensure compliance with health administration requirements. The bill will go into effect on July 1, 2025, with an emergency clause declaring its immediate necessity.
