AI Summary

This bill proposes several significant changes to Kentucky's state personnel laws, primarily focusing on workplace regulations, employee classifications, and administrative procedures. A key provision creates a new section defining telework policies for state employees across executive, judicial, and legislative branches, generally restricting remote work except during emergencies declared by respective leadership. The bill also introduces new definitions for "intern employee" and "intern position" in state employment classifications. It modifies rules around layoffs, board membership, payroll administration, and employee leave transfer programs. Specifically, the bill allows employees who are resigning or retiring to transfer their remaining sick and annual leave balances more flexibly, even if they have accumulated less than 75 hours. Additionally, the legislation provides more flexibility for the Personnel Cabinet to create scholarship, internship, and educational assistance programs, and allows agencies to request specific deductions from an employee's final paycheck under certain conditions. The bill also makes technical corrections and conforming amendments to various sections of Kentucky's state personnel law, aiming to streamline administrative processes and provide clearer guidelines for state employment practices.
