This bill amends multiple state legislative acts related to various types of "notes" - formal documents that analyze the potential impact of proposed legislation. The key change across these acts (including the Fiscal Note Act, Judicial Note Act, State Debt Impact Note Act, and others) is to ensure that any member of the state legislature can request a note to be prepared, and critically, to prevent legislative rules from blocking or dismissing such note requests. Previously, if a bill's sponsor believed a note was unnecessary, the matter would be decided by a majority vote. Now, the bill removes that provision and explicitly states that no house rule can prevent a note request from being processed. This means that if any legislator wants a fiscal, judicial, debt impact, correctional, home rule, balanced budget, housing affordability, or racial impact note prepared for a bill, that note must be created, regardless of the bill sponsor's opinion or any existing house rules. The bill takes effect immediately, standardizing the note request process across these different legislative acts.
