This bill establishes two main programs to provide free or reduced-cost bus transportation for specific groups. First, it creates a program allowing veterans to ride state-owned or controlled buses for free, provided they present a valid veteran-status identification card issued with their motor vehicle operator's license. Second, the bill mandates that the Commissioner of Transportation develop a program enabling high school students (grades 9-12) to use state bus services without cost or at a reduced rate. Local school boards can participate by obtaining and distributing passes to students. The Commissioner must publish program information and application details on their website to maximize awareness and participation. Each participating school board will negotiate a contract with the transportation department, which will specify compensation, reimbursement, and usage limitations. These contracts will be valid for up to two years (with the first contract not exceeding 12 months) and must be approved by the Office of Policy and Management. The department will ensure that the program does not increase its transportation expenditures. Starting in August 2026, the Commissioner must submit annual reports to the Office of Policy and Management detailing financial data and pass utilization. Both programs are set to begin on July 1, 2025.
