This bill amends the Illinois Election Code to modify how election precincts are divided and sized across counties. For counties with fewer than 3 million inhabitants, the County Board must now divide precincts so that each contains approximately 1,200 registered voters who actually cast a ballot in person during the most recent general election, rather than simply 1,200 registered voters. For the Board of Election Commissioners, the bill changes the precinct size target to 1,800 registered voters after each decennial census and following congressional and legislative redistricting, eliminating the previous population-based distinction. The bill also provides additional provisions for handling precinct changes in cases of municipal annexation, territory disconnection, and situations with very small numbers of registered voters. Furthermore, it includes requirements about polling place locations, such as ensuring they are on the ground floor with street access, and establishes procedures for notifying voters about polling place changes. The modifications aim to create more balanced and representative election precincts by basing precinct size on actual voter participation and ensuring more consistent precinct management across different types of counties.
