AI Summary

This bill modernizes and updates various provisions related to multiple boards, councils, and commissions in Georgia, effectively streamlining and in some cases eliminating several state-level advisory bodies. The bill makes numerous changes across different state agencies and departments, including: increasing the membership of the State Housing Trust Fund for the Homeless Commission from nine to eleven members; repealing the Environmental Advisory Council and the Jekyll Island Citizens Resource Council; modifying the Erosion and Sediment Control Overview Council's responsibilities; eliminating the Governor's Office for Children and Families; dissolving the Georgia Volunteer Fire Service Council and integrating its functions into the Georgia Firefighter Standards and Training Council; repealing the Georgia Palliative Care and Quality of Life Advisory Council; modifying the Georgia Council on Lupus Education and Awareness; eliminating the Board of Homeland Security; replacing the Employment First Georgia Council with new policy guidance for employment of individuals with disabilities; repealing the Georgia State Games Commission; and removing the Lottery Retailer Advisory Board. The bill ensures that any assets and liabilities of these dissolved bodies will transfer to the State of Georgia, and it makes numerous technical and conforming amendments to align with these organizational changes. The overall intent appears to be to reduce bureaucratic complexity, streamline state government operations, and consolidate or eliminate redundant advisory bodies.
