Bill Summary

AN ACT To amend Part 2 of Article 4 of Chapter 13 of Title 45 and Chapter 3 of Title 50 of the Official Code of Georgia Annotated, relating to the Capitol Art Standards Commission and state flag, seal, and other symbols, respectively, so as to provide for duties and responsibilities of the commission; to provide for the placement of a monument in honor of the Honorable Clarence Thomas within the Nathan Deal Judicial Center; to provide for placement of a Revolutionary War Patriots marker upon the grounds of the state capitol building and upon the grounds of the state archives building; to provide for the approval, placement, and procurement of such markers; to provide for related matters; to repeal conflicting laws; and for other purposes.

AI Summary

This bill amends Georgia state law to establish two new memorials: a monument honoring Supreme Court Justice Clarence Thomas within the Nathan Deal Judicial Center and a Revolutionary War Patriots marker on the grounds of the state capitol building and state archives building. For the Clarence Thomas monument, the Capitol Art Standards Commission will oversee its design and placement, with a special monument committee composed of members from the House of Representatives, Senate, and appointed by the Governor providing final approval. Importantly, no public funds will be used for the monument's design or procurement; instead, private gifts and donations will fund the project. Similarly, the Revolutionary War Patriots marker will commemorate the 250th anniversary of the United States, honoring those who fought for independence, with placement locations subject to approval by the Capitol Arts Standards Commission and the Board of Regents. Like the Clarence Thomas monument, the Revolutionary War marker will be funded entirely through private contributions. The bill requires these markers to be placed as soon as practicable, contingent upon obtaining necessary intellectual property licenses for the Clarence Thomas monument.
