This bill creates the State Procurement Diversity and Inclusion Task Force to study the underrepresentation of minorities, women, persons with disabilities, and LGBTQ+ individuals in Illinois state procurement opportunities. The Task Force will be composed of 14 members, including the Secretary of State (who will serve as Chair), state legislators from both parties, two chief procurement officers, and five representatives from diverse business ownership groups. The Task Force will review business demographic filing requirements, the Business Enterprise Program, and the Illinois Procurement Code to identify ways to improve diversity and inclusion. Members will serve without compensation but may be reimbursed for travel expenses. The group is required to hold at least five meetings and will submit periodic reports, with a final comprehensive report due by January 1, 2027. The Task Force is authorized to request testimony from individuals or entities that can provide insights into improving representation in state procurement. The Task Force will automatically be dissolved on January 1, 2028, ensuring it has a defined operational timeframe to complete its investigative and recommendatory work.
