This bill requires the Department of Public Safety and Correctional Services (DPSCS) to electronically send a weekly list to the State Board of Elections containing the names and new residential addresses of individuals released from state correctional facilities. The State Board is then required to automatically restore voter registration for individuals who were registered to vote in Maryland before their incarceration and whose new address is still within the state. Currently, the Department must provide voter registration applications to released individuals and inform them about their restored voting rights, but this bill creates an automatic process to re-register voters. The bill also defines "state correctional facility" to include specific locations like the Patuxent Institution and Baltimore City Detention Center. The provisions of this bill will take effect on July 1, 2025, and aim to simplify the voter registration process for previously incarcerated individuals by removing additional steps they must take to regain their voting status.
