This bill establishes a voluntary privatization program specifically for Dorchester County that allows the Maryland Department of the Environment to help the local health department outsource certain well and on-site sewage disposal system activities. The program would enable private environmental health specialists to perform delegated tasks under strict oversight, with the department required to set clear guidelines including specifying program duration, defining covered activities, establishing reporting and monitoring requirements, conducting annual compliance audits, and implementing consumer protection measures.
