The Department will evaluate the costs and logistics of providing landline telephones, including labor, equipment, installation, and maintenance expenses. The study will also assess potential benefits for residents and staff, such as improving social interaction, accessing support services, and enhancing emergency preparedness. Additionally, the Department must identify potential barriers to implementation, including infrastructure limitations and regulatory requirements. The study will explore circumstances where telephone access might need to be limited, assess alternative communication options, and provide a comparative cost analysis between public and private facilities. The Department is required to consult with facility representatives, advocacy organizations, residents, and their families. By September 30, 2026, the Maryland Department of Health must submit a detailed report of its findings and recommendations to the Senate Finance Committee and the House Health and Government Operations Committee. The bill will take effect on October 1, 2025.
