This bill establishes the Intelligent Speed Assistance System (ISA) Pilot Program, which requires certain drivers with license suspension points to participate in a mandatory program that involves installing an intelligent speed assistance system in their vehicle. Participants will be individuals who have accumulated points for specific traffic violations, and they will be required to use the ISA system for one year. The Motor Vehicle Administration will modify suspensions by issuing a restrictive driver's license that mandates the use of an ISA system, which will monitor and limit the driver's vehicle speed. Approved service providers will be certified to install, service, and monitor these systems, and participants will be required to pay a fee (which can be waived for indigent individuals). If a participant fails to comply with the program requirements, their driver's license will be suspended until they successfully complete the program. The pilot program will run from October 1, 2025, to June 30, 2029, after which it will automatically expire. The Motor Vehicle Administration is required to report on the program's implementation by December 30, 2028, providing insights into its effectiveness and potential future applications.
