This bill requires each unit of State government to submit an inventory of State-owned properties to the Department of Planning every five years, with the first submission due by December 31, 2027. The Department will then assess each property's suitability for housing or mixed-use development, focusing on properties located in residential or mixed-use zones. When evaluating a property's potential for housing, the Department will consider factors like size, access to utilities, and ingress/egress points. If a property is deemed suitable for housing, the State unit controlling the property must develop a proposal to either donate or sell the property to a nonprofit organization or buyer who will use it for housing, with a priority on affordable housing. Affordable housing is defined as residential property rented or sold to low-income households (those earning below 60% of the area median income) or workforce housing. If no suitable nonprofit organization or buyer is found after reasonable efforts, the property will be sold at auction. The bill also requires the Department to report annually to the General Assembly on the number of proposals submitted, properties donated, and properties sold under these provisions. The bill takes effect on October 1, 2025, and directs the Department of Housing and Community Development to set goals for housing unit construction on State-owned land by December 31, 2030.
