This bill establishes the Child Support Arrearage to Work Pilot Program within the Maryland Department of Labor, designed to help unemployed individuals who are behind on child support payments (in arrears) find employment opportunities, including positions in state government. The program aims to assist these individuals by connecting them with potential jobs, with the goal of helping them become financially stable and able to meet their child support obligations. The Department of Labor will work in consultation with the Departments of Human Services and Budget and Management to implement the program, develop secure information-sharing procedures, and may create regulations to support its operation. By July 1, 2026, the Department is required to submit a report to the Governor and General Assembly detailing the program's findings and recommendations for potential continuation. The pilot program will be in effect for one year, from July 1, 2025, to June 30, 2026, after which it will automatically expire unless further legislative action is taken.
