Bill Summary

AN ACT To establish consumer standards for lithium-ion batteries.

AI Summary

This bill establishes new consumer product safety standards for lithium-ion batteries used in light electric vehicles, e-bikes, and personal e-mobility devices. The Consumer Product Safety Commission (CPSC) is required to adopt three specific industry standards (ANSI/CAN/UL 2271, 2849, and 2272) within 180 days of the Act's enactment. If these standards are subsequently revised, the organization developing the standards must notify the CPSC, and the revised standard will automatically become the new safety standard after 180 days, unless the CPSC determines that the revision does not improve product safety. The bill also mandates that the CPSC submit a report to Congress within 5 years, detailing fires, explosions, and other hazards related to lithium-ion batteries in micromobility products. The report must include information about the source of hazard reports, battery make and model, compliance with the new standards, and, when possible, the manufacturer and country of origin of batteries involved in incidents. The standards will apply specifically to consumer products as defined in the Consumer Product Safety Act.
