This bill amends the Public Health Service Act to establish the Health Care Workforce Innovation Program, which aims to support and develop innovative, community-driven approaches for educating and training allied health professionals in underserved and rural areas. The program will provide grants to eligible entities such as federally qualified health centers, rural health clinics, and nonprofit vocational programs that train healthcare professionals. Applicants must submit detailed proposals describing their training model, geographic service area, and how they will address healthcare professional shortages. The program prioritizes supporting workforce innovation models that increase representation from underserved backgrounds, improve healthcare access, and can be replicated cost-effectively. Eligible activities include establishing educational partnerships, providing training programs, offering pre-apprenticeship and apprenticeship opportunities, and investing in training equipment. Allied health professionals covered include medical assistants, dental professionals, pharmacy technicians, community health workers, and various clinical and non-clinical support roles. Grants will be available from 2026 to 2028, with a maximum award of $2.5 million per grant period, and recipients must provide periodic reports on their program's outcomes.
