This bill mandates that all local education agencies in Alabama must allow high school students to participate in dual enrollment programs offered by local community colleges and universities, with several key provisions. Under the bill, a local education agency must permit an enrolled high school student to enroll in dual enrollment courses approved for dual credit upon request from a parent or guardian, though the agency is not required to incorporate these courses into its standard curriculum. Students must first consult with a school counselor or career coach to evaluate the appropriateness of selected courses based on their college and career interests, and must also consult with dual enrollment personnel from the college or university. Both the local education agency and the educational institution must agree in writing on the student's course selections before registration. The bill specifies that the local education agency is not financially responsible for course costs unless otherwise stipulated by existing laws or agreements. Importantly, the local education agency must recognize and award high school credit for passed dual enrollment courses. The State Department of Education, in collaboration with the Alabama Community College System and universities, will develop implementation guidelines. The act is set to become effective on August 1, 2025, providing time for educational institutions to prepare for the new requirements.
