Reinserts the provisions of the engrossed bill with the following changes. Further modifies the definition of the term "facility". Deletes provisions concerning proposed legislative findings and provisions concerning various reporting and procedural requirements that must be met before bonds and notes are issued by the Illinois Sports Facilities Authority. Provides that a person may not engage in unlawful discrimination, as defined in the Illinois Human Rights Act, with respect to programs or activities that are offered at facilities that are funded under the Act. Deletes a provision that would have repealed provisions relating to an advisory board. Effective immediately.
