AI Summary
This bill amends the Illinois State Police Law to establish an active shooter emergency alert system designed to quickly notify the public during dangerous situations. The Illinois State Police would be required to develop a coordinated program for an emergency alert system that can be activated when a local law enforcement agency or the state police determine an active shooter situation is occurring. To activate the alert system, law enforcement must meet specific criteria, including: believing an active shooter is present in their jurisdiction, determining that an alert would help individuals near the location, and verifying the active shooter situation through a preliminary investigation. The bill gives the Illinois State Police the authority to activate the system either at the request of a local law enforcement agency or when they independently determine it is appropriate to assist local law enforcement in responding to an active shooter threat. This system aims to provide timely public warnings during potentially life-threatening scenarios, potentially helping people in the affected area to take immediate safety precautions.
