This bill updates Tennessee's school safety regulations by modifying requirements for window treatments in public school buildings, including public charter schools. For school buildings constructed or remodeled between July 1, 2023, and July 1, 2025, a clear entry-resistant film must be installed on exterior and basement windows and doors to prevent unauthorized entry. Starting July 1, 2025, schools must install a clear window film or security glazing that meets a nationally recognized forced entry resistance standard, such as the ASTM F3561 test standard, specifically for exterior entries, doors, adjoining glazing, and secure interior vestibules. Additionally, the bill requires the state-level safety team to develop and regularly update guidelines for compliance and transmit these guidelines to the state fire marshal for incorporation into official rules. The state fire marshal is authorized to create rules to implement these requirements, following the Uniform Administrative Procedures Act. The bill will take effect immediately for establishing guidelines and rule-making, but the substantive window treatment requirements will not be in force until July 1, 2025.
