AI Summary

This bill modifies existing law to provide guaranteed enrollment rights for Medicare recipients in standardized supplement insurance plans. Specifically, individuals under 65 enrolled in Medicare Parts A and B would have the right to enroll in a standardized Medicare Supplement Plan A during a designated one-month period established by the Office of Health Insurance Commissioner (OHIC). Similarly, Medicare recipients over 65 would also have a guaranteed right to enroll in any Medicare supplement plan during a similar month-long period. The bill ensures that insurance companies cannot deny coverage based on an applicant's medical history or perform individual medical underwriting, and requires that the enrollment period be at least one month long each calendar year. This legislation aims to make Medicare supplement insurance more accessible by creating consistent, predictable enrollment opportunities for individuals with Medicare coverage, regardless of their age or health status. The changes are designed to provide more comprehensive and equitable access to supplemental health insurance for Medicare beneficiaries.
