This bill amends the Illinois Public Aid Code to adjust Medicaid reimbursement rates for nursing facilities, specifically focusing on the support component of nursing facility rates. Beginning January 1, 2026, the reimbursement rates for skilled or intermediate care facilities, as well as facilities licensed under the Specialized Mental Health Rehabilitation Act of 2013, will be set at the rate in effect on June 30, 2024, and increased by the percent change in the Consumer Price Index-U (CPI-U) from September 2016 to September 2025. The Consumer Price Index-U is defined as the index published by the Bureau of Labor Statistics that measures the average change in prices of goods and services purchased by all urban consumers in the United States. This adjustment aims to help nursing facilities keep pace with inflation and rising costs, ensuring they can maintain adequate funding for providing care to Medicaid residents. The bill is effective immediately upon passage and is subject to federal approval.
