This bill repeals the legislation that originally established the Capital Center Commission (CCC), a special development district commission for downtown Providence. The Capital Center Commission was created in 1981 as a public corporation with broad powers to develop and manage the downtown Providence area, including the ability to acquire and dispose of real property, levy special assessments on property owners, issue bonds, and undertake various urban development projects. The commission was originally structured with 13 appointed commissioners (12 appointed by the governor, mayor, and Providence Foundation, plus one chairperson) and 4 ex officio commissioners from local government. The bill would completely eliminate the legal framework that gave the commission its authority, effectively dissolving the organization. The act will take effect either upon passage of a similar ordinance by the Providence city council repealing local legislation establishing the CCC, or immediately if such a local repeal has already occurred. By removing the legislative basis for the Capital Center Commission, the bill terminates the organization's legal existence and its ability to continue its urban development activities in downtown Providence.
