Bill Summary

As enacted, requires an LEA that receives credible information regarding a threat of violence or significantly disruptive behavior directed toward, or occurring on the grounds of, a public school in the LEA, and that reports the threat or disruptive behavior to a state or local law enforcement agency, to notify the parents and guardians of students enrolled in the public school of the same threat or disruptive behavior within 48 hours of the LEA making its report to law enforcement. - Amends TCA Title 49.

AI Summary

This bill requires local educational agencies (LEAs), which are school districts, to notify parents and guardians within 48 hours if a credible threat of violence or significantly disruptive behavior at a public school is reported to law enforcement. The notification can be made through existing communication methods and applies to threats directed toward or occurring on school grounds. Importantly, reports to school resource officers or armed school security officers do not initially trigger the parent notification requirement, but if those officers subsequently report the incident to a law enforcement agency for further investigation, then parent notification is required. Local school boards must also report quarterly on the total number of such incidents reported to law enforcement, both for the current quarter and year-to-date. The goal of this legislation appears to be increasing transparency and keeping parents informed about potential safety concerns at their children's schools, allowing them to be aware of and potentially take additional steps to ensure their children's safety.
