Bill Summary

Amends the Mobile Home Landlord and Tenant Rights Act. Provides that a park owner is prohibited from requiring a tenant to pay for utility services, such as water, sewer, and trash used in common areas in which a public utility company is charging for those services. Provides that if the public utility usage for common areas is not separately measured by equipment such as a water meter, the park owner may not charge the tenants for more than 80% of the public utility services for which the park owner was billed. Requires on an annual basis that the park owner provide tenants with a written explanation of how a tenant's share of the utility charge was calculated, and upon request from a tenant, must provide a copy of the park's monthly utility bills to tenants for any utility charge separately billed under the Act.

AI Summary

This bill amends the Mobile Home Landlord and Tenant Rights Act to address utility billing practices in mobile home parks. Specifically, the bill prohibits park owners from requiring tenants to pay for utility services (such as water, sewer, and trash) used in common areas where a public utility company is already charging for those services. If the utility usage for common areas cannot be separately measured by equipment like a water meter, the park owner is limited to charging tenants no more than 80% of the total utility bill. Additionally, the bill mandates that park owners must provide tenants with an annual written explanation detailing how each tenant's utility charge was calculated, and must supply copies of monthly utility bills to any tenant who requests them. This legislation aims to protect mobile home park residents from potentially unfair utility billing practices by ensuring transparency and preventing overcharging for shared utility services.
