This bill establishes a new grant program administered by the Texas Comptroller to provide living expenses for two specific groups of students at public higher education institutions: students who are homeless (including those without housing between academic terms) and minors whose legal disabilities have been removed. To be eligible, students must be enrolled in a higher education institution, and the grant will cover housing, food, and other living expenses for the entire academic year, including summer terms. Each eligible institution must assess applicants' eligibility and notify the Comptroller of those who qualify. The grant amount will be sufficient to cover the student's living expenses, and uniquely, this grant will not be considered when calculating other financial aid or scholarships. The bill specifies that the Comptroller, in consultation with the Texas Higher Education Coordinating Board, will develop rules for implementing the program, with grants expected to first be awarded in the 2026-2027 academic year. The bill will take effect immediately if it receives a two-thirds vote in the Texas Legislature, or otherwise on September 1, 2025.
