This bill appropriates a total of $133,000,000 from the Educational Opportunities Reserve Fund for the fiscal year ending September 30, 2026. * The State Department of Education receives $100,000,000. Of this, $40,000,000 will be distributed to Local Education Agencies (LEAs) based on the number of students qualifying for free and/or reduced-price lunches. Another $20,000,000 will go to county boards of education in sparsely populated counties (less than 50 residents per square mile). The remaining $40,000,000 will be distributed to LEAs based on their Special Education student population. * The Alabama Department of Workforce receives $18,000,000. $15,000,000 is designated for regional workforce development partnerships with four-year universities that have less than $100,000,000 in research expenditures to create career pathway and training programs. An additional $3,000,000 is for similar partnerships with the Alabama Community College System. * Higher education research institutions with over $100,000,000 in annual research expenditures receive $15,000,000 for transformational initiatives that enhance educational and research opportunities for students. This amount is allocated to specific institutions: Auburn University ($3,544,575), University of Alabama ($1,876,243), University of Alabama at Birmingham ($7,920,643), and University of Alabama in Huntsville ($1,658,539). * Any unexpended appropriations from the fiscal year ending September 30, 2025, are reappropriated for the fiscal year beginning October 1, 2025. * This act becomes effective on October 1, 2025.
