This bill prohibits Kansas governmental agencies from purchasing drones, drone components, or related services from "countries of concern" (which includes China, Cuba, Iran, North Korea, Russia, and Venezuela), with some limited exceptions. The bill defines critical drone components as distinct articles necessary for recording, storing, or transmitting data, and includes software installed in drones. Governmental agencies can only acquire such components from a foreign principal if: (1) no alternative means exist, (2) the secretary of administration approves after consulting the adjutant general, and (3) not acquiring the components would pose a greater security threat than obtaining them. The bill also restricts state agencies from entering into contracts with foreign principals from countries of concern, unless the principal has previously received a determination of no national security concerns or maintains a national security agreement with U.S. government entities. These restrictions do not apply to contracts entered into before July 1, 2025, giving agencies time to adjust their procurement practices. The legislation broadly defines "foreign principal" to include governments, political parties, corporations, and individuals from the specified countries, aiming to limit potential national security risks associated with drone technology and related services.
