AI Summary
This bill makes several changes to the Illinois Pension Code affecting various public employees' retirement benefits and pension systems. It establishes a new Deferred Retirement Option Plan (DROP) for certain police officers, firefighters, sheriff's law enforcement employees, and deputy sheriffs in the Cook County Police Department, which allows eligible members to continue working while having their retirement pension paid into a special account for up to 5 years. The bill also adds investigators for the Department of the Lottery to the list of positions eligible for alternative retirement annuity provisions, allowing them to receive an annuity if they have withdrawn from service with at least 20 years of eligible creditable service and have attained age 55. Additionally, the bill removes the bachelor's degree requirement for Department of Juvenile Justice employees to earn eligible creditable service and allows them to convert their previous service credit. The bill adopts the Retirement Systems Reciprocal Act for several pension articles and makes technical changes to how service days are calculated for some pension systems. The changes must be made without state reimbursement, and the bill includes provisions to ensure the deferred retirement option plan does not jeopardize the tax-qualified status of pension funds.
